Three systems operate at once
A multilateral-funded technology project sits inside the programme's goals, the implementing institution's operations and the donor's assurance requirements. Delivery must serve all three without allowing documentation to replace outcomes.

Evidence is part of delivery
Maintain traceability from requirement to demonstration and acceptance. Record decisions, tests, training and handover artefacts as work happens.
Milestones should show functioning capability in realistic conditions. A progress deck cannot substitute for a tested workflow.
Design the exit
Identify hosting, support, data stewardship and internal skills early. Train multiple roles and keep operational documentation close to the product.
A successful programme does not merely launch within a funding window. It leaves behind a platform and institution capable of continuing the work.
